Stefan Rufera is Head of Public Sector at KPMG and has many years of experience in advising on infrastructure issues and public sector projects.
His areas of expertise include the design of project and financing structures, the conception of public-private partnerships (PPP) and life cycle models, the structuring of transactions in accordance with ESA 2010 and the commercial requirements of European state aid law, supporting investment and project decisions, designing commercial business cases and risk analyses, and developing and implementing modern procurement concepts. He assists companies with the challenges they face from project development to concrete project implementation.
