This training programme is tailored for all obliged entities and is targeted towards Money Laundering Reporting Officers (‘MLROs’), as well as professionals working in supporting roles within the AML/CFT function (either within the first line or second line of defence).

1. Introduction to the European Anti‑Money Laundering Authority (AMLA) (1 h & 30 min)
- Overview of the background and regulatory drivers that led to the establishment of the European Anti‑Money Laundering Authority (‘AMLA’), including weaknesses identified in fragmented national supervision across the European Union (EU).
- Explanation of AMLA’s core objectives, including supervisory convergence, strengthening the effectiveness of anti‑money laundering and counter‑terrorist financing (‘AML/CFT’) controls, and enhancing financial system integrity at EU level.
- Description of AMLA’s legal basis, governance structure, and institutional setup, including its relationship with EU institutions and national competent authorities.
- Analysis of AMLA’s mandate and powers, distinguishing between policy‑setting responsibilities, supervisory coordination, and direct supervisory functions.
2. AMLA Supervisory Model and Interaction with National Authorities (1 h & 30 min)
- Detailed explanation of AMLA’s supervisory architecture, distinguishing between direct supervision (where AMLA acts as the primary supervisor) and indirect supervision (through national competent authorities under AMLA oversight).
- Analysis of the criteria used to determine which high‑risk financial institutions fall under AMLA’s direct supervision, including risk exposure, cross‑border activities, and systemic relevance.

(The AMLR introduces a directly applicable EU‑wide “single rulebook”, while AMLD6 addresses institutional and enforcement arrangements.)
- Analysis of AMLA’s role in supporting the consistent application of the EU single rulebook across both financial and non‑financial obliged entities.
- Explanation of phased implementation timelines and transitional arrangements, highlighting key compliance milestones for obliged entities.
- Examination of new and enhanced obligations arising from the AML Package, including risk assessments, governance requirements, and internal control expectations.

Alex Azzopardi
Partner, Risk Consulting Advisory Services, KPMG in Malta
Alex joined KPMG in 2005 and is a leader within the Risk Consulting Advisory Services team. His portfolio is primarily focused on enterprise risk, corporate governance, regulatory compliance (including licensing), AML/CFT and internal audit services across regulated financial services entities and other non-regulated businesses. He is an accountant by profession, a Certified Information Systems Auditor and a member of the Institute of Internal Auditors.
Alex's career has focused on regulated entities, primarily banks, financial institutions, investment services firms and funds, including eight years within the external audit function prior to joining the Advisory practice. He leads the firm's internal audit services portfolio, covering banks, financial institutions, insurance entities and other organisations. His experience includes outsourcing and co-sourcing engagements, internal audits, follow-up audits and enterprise risk assessments covering both IT and non-IT risks. He has also led a number of regulatory compliance and AML-related engagements, including assignments aimed at assessing alignment with regulatory requirements and good practice, as well as projects supporting clients in enhancing their control environments following supervisory visits. Alex is currently the Chairman of the Board of the Institute of Internal Auditors (IIA) Malta Chapter.

Assistant Manager, Risk Consulting Advisory Services, KPMG in Malta
May is an Assistant Manager within the Risk Consulting Advisory Services practice of KPMG in Malta. She is an accountant by profession and holds a Bachelor of Science Degree in Accountancy from the Polytechnic University of the Philippines. In 2016, she obtained her Certified Public Accountant (CPA) licence in the Philippines. Prior to joining KPMG Malta in 2022, she worked within KPMG Philippines' Risk Consulting Advisory Group, where she gained experience in Regulatory Compliance and Anti-Money Laundering across various financial institutions.
Within her role at KPMG Malta, May works extensively in the area of Anti-Money Laundering compliance, supporting the planning and execution of AML/CFT engagements, including framework reviews, internal audits and due diligence remediation programmes. She has supervised large-scale CDD/EDD remediation engagements, managed AML/CFT framework review projects and been heavily involved in gap assessments and internal audit engagements covering due diligence processes, governance structures and control effectiveness reviews. She has also supported regulatory and licensing engagements, including the drafting of AML/CFT policies and procedures and preparation of regulatory documentation. May is recognised as a Core AML Trainer within KPMG Learning Academy, where she develops and delivers specialised AML/CFT training programmes for industry professionals.
