Hardly any other measure is driving the digitalisation of administration as significantly as the modernisation of registers (RegMo). With modern registers, administrative services can be offered completely digitally. This not only represents an enormous simplification for citizens and companies, but also offers considerable savings potential for the federal, state and local governments.

In addition, the modernisation of registers contributes to overcoming current challenges such as demographic change, increased liquidity pressure and the fulfilment of a large number of regulatory requirements. Register modernisation therefore offers decisive relief for the administration.

Increase the efficiency, transparency and user-friendliness of your administrative processes

However, the implementation of register modernisation is also linked to a number of challenges. In addition to high technical requirements, a complex stakeholder landscape and a wide range of decentralised areas of responsibility must be taken into account.

In addition, the federal structure and cross-border cooperation with other EU member states require coordinated harmonisation.

KPMG has been supporting the IT Planning Council project (IT-PLR) "Overall control of register modernisation" since the beginning and has extensive expertise. With customised consulting services, we support you in the development and implementation of process models, the connection of registers, the further development of online services and the implementation of the once-only principle. Let's work together to increase the efficiency, transparency and user-friendliness of your administrative processes and create a modern, digitalised administration.

Our experience - your added value

KPMG supports the state of North Rhine-Westphalia in its role as lead partner in the federal-state project by providing ongoing programme and project management support and assistance with technical issues. Together with our client, we create structures for programme management and help to ensure that central technical components are developed and made available for reuse.

As a project management office, we are responsible for the overall project and combine classic management methods such as PRINCE2 with agile frameworks such as Scrum. Our tasks include the management of service providers in various programme areas and implementation projects, their planning and support as well as the development of concepts. Risk management and controlling are also the responsibility of KPMG.

You will typically be faced with these tasks:

A well-founded needs and stakeholder analysis is crucial for the success of register modernisation. As part of the needs analysis, we determine the individual situation in the country or local authority on site.

In doing so, we take into account existing preparatory work, specific expectations, regulatory challenges and needs in connection with register modernisation as well as the existing framework conditions such as the personnel and financial situation. In doing so, we also utilise the potential for increasing efficiency.

Through the stakeholder analysis, we identify the affected persons and institutions within and outside the administration, including register-keeping bodies, clerks, specialised procedure manufacturers and technical service providers, who are required for sustainable implementation.

We use suitable measures and instruments to achieve the right level of involvement. Close cooperation with relevant stakeholders enables a common understanding and the development of suitable measures. In this way, we create a solid basis for register modernisation and the potential for success.

The development, introduction, implementation, further development and follow-up of a needs-based strategy tailored to the situational framework conditions is of central importance for every project.

We use tried and tested methods of strategy development and policy analyses to define and realise the strategic objectives. We not only rely on standardised analysis methods, but also identify cause-and-effect relationships and take into account changes in the organisational structure in order to determine well-founded strategic recommendations for action.

We always consider the interplay of several requirements from different objectives such as the OZG, RegMo and SDG Regulation. The content and organisational coordination of the defined strategic elements in the overall context of the IT-PLR project "Overall control of register modernisation" is based on comprehensive communication management.

When setting up a programme structure and in the area of portfolio management, our approach involves identifying clear goals and priorities and dividing the project into projects and interim goals. The aim is to generate the most meaningful experience possible in order to scale these in the long term. The various task areas such as connecting registers, importing the IDNr and achieving maturity level 4 can be used as important selection criteria.

Based on the selection, effective multi-project management is an important aspect of our work, ranging from project planning, initiation and implementation to successful completion, linking the different topics and creating synergies. We attach great importance to comprehensive reporting in order to present progress and successes transparently. In order to gain valuable insights for further implementation and identify potential for optimisation, we also focus on flagship projects that can serve as pioneering examples for the success of the overall project.

We also support you in setting up efficient knowledge management and a platform for joint work and dialogue. We systematically organise the captured knowledge and implement mechanisms to improve the exchange of knowledge within your organisation. We also establish structured committees as platforms for dialogue, collaboration and decision-making processes. We support committee management by planning, organising and conducting meetings.

We offer you a comprehensive service package that includes process analyses and the development of organisational concepts. In this way, we ensure that your register modernisation not only runs efficiently, but can also achieve the desired success in the long term.

Experienced project managers are essential to ensure that the strategies and goals can become reality. Thanks to our project experience in register modernisation, we are aware of common pitfalls and can counteract risks at an early stage.

Our many years of experience in coordinating and dovetailing programme and project management also enables targeted project control and implementation.

KPMG stands for consulting services from a single source. We would also like to be measured against your expectations. This also includes the evaluation of our projects. After all, a careful review of the objectives set for a project creates significant added value. Lessons learnt, reusable practices and the need for further development are revealed at this point and anchored for follow-up activities.

We rely on proven methods and analysis procedures to verify the actual results and progress. Through a thorough analysis of processes, stakeholder interactions and technologies, we recognise the strengths and weaknesses of the project.

With this knowledge, we support you in making future register modernisation projects even more efficient and anticipating potential challenges.

Our support aims to turn your register modernisation project into a role model and gain valuable insights for similar projects in other countries and municipalities.
