In view of demographic change and the acute shortage of skilled labour, the public sector is facing a challenging time. There is already a shortage of more than 200,000 employees and this figure could rise to 816,000 unfilled positions by 2030.

      Increase employer attractiveness

It is essential to break new ground in order to attract young applicants to public administration. To achieve this, the employer attractiveness must be increased.

These fields of work and measures are particularly important for a resilient and future-proof public service:

      • Meaningful work content

One thing is clear: Generation Z - comprising those born between 1995 and 2010 - is just as heterogeneous as the other generations. However, it is also clear that there are characteristics and views that, according to surveys and studies, apply to a majority of the cohorts. For example, meaningful activities are an important aspect when choosing an employer. The public sector has a decisive advantage here: the jobs are in the service of society This added value must be emphasised for the individual. At the same time, recognition and appreciation for work performed play a decisive role.

      • Freedom and self-organisation

Generation Z is looking for working environments that offer freedom for self-organised work. Innovative formats such as bar camps promote dialogue and original, meaningful projects contribute to motivation. A modern administrative culture should create space for personal responsibility.

      • Digital equipment and modernisation

The tech-savvy Generation Z expects modern equipment and technologies that make everyday working life easier. Investment in modern technology and seamless integration of digital applications are essential in order to fulfil expectations.

      • Modern management culture

For young employees, targeted support in their professional development is a special factor. Managers can act as coaches and help young talents to identify their professional goals and plan their careers. This signals that personal and professional development is a fundamental part of employee management.
