Evaluation
Evaluation as an independent examination and assessment of projects, programmes, a specific policy or initiative has become increasingly important in recent years. Public institutions in Germany and Europe as well as private organisations and foundations are increasingly using this instrument to account for the results achieved. In addition to reviewing the efficiency of the use of public funds, the focus has increasingly shifted to the further development of funding instruments in line with changing framework conditions.

Utilisation of funds audit
We give you certainty and confidence that the statement of funds for EU-funded projects no longer contains any significant repayment risks after auditing and rely on professional reporting. Thanks to our extensive experience in the area of auditing the use of funds, in particular through our second-level audits in 42 countries as part of the Horizon 2020 research funding framework programme, we can provide you with high-quality support for the following services:
- Support with the correct presentation or accounting of funds
- Support with the application for funding
- Examination and issue of a certificate on the proper use of funds in accordance with the requirements set by the EU
Our audits in the public sector include audits of the utilisation of funds for public subsidies at state, federal or EU level.
For example, as part of the EU's funding control programme, we carry out audit services for the grants awarded by the EU in the area of structural funds (ESF and ERDF) and research grants (Horizon 2020, FP 7) to issue certificates on the proper use of funds.
International co-operation
As a service provider in international cooperation for sustainable development, we are committed to achieving the Sustainable Development Goals (SDGs) worldwide. Since 2018, KPMG has been building a hub for International Development Assistance Services (IDAS) based in Berlin. This is part of a globally cooperating KPMG network that has been established for many years. We bundle (inter)national KPMG expertise from the private and public sectors for bilateral and multilateral clients in an efficient, innovative and compliant manner that is tailored to the target group.
We see sustainability as a socially, ecologically and economically balanced approach that keeps an interdisciplinary eye on relevant stakeholders at several levels. We focus on business-related topics and approaches and cooperate with external alliance partners.

The colleagues offer extensive expertise on the working methods of the European Commission, its cohesion and structural policy, the use of subsidies in the individual member states and the current instruments of international development cooperation.
We are an international team that provides regional expertise worldwide through our alliance with our European and global KPMG member firms and International Development Assistance Services (IDAS).
In our studies, we incorporate these different perspectives and utilise a variety of analytical tools and innovative approaches in order to do justice to the complexity of the issues and the respective requirements of the stakeholders. In addition to our expertise in the areas of audit/development cooperation and evaluation, we also offer customised, cross-sectional project management based on PRINCE2, among other things.
