The Future of Government & Public Sector

KPMG's report "The Future of Government & Public Sector" aims to give an overview of the current situation of the public sector and its challenges, both at national and international level.

In this report, the main recent reforms in various sectors of the Greek public sector are presented. For example, teleconferencing services, teleworking as well as the use of the Gov.gr for the issuance of digital documents in the field of Public Administration, the digital start-up of a sole proprietorship in the field of Economy and Development and distance education in the field of Education and Training.

In addition, the financial instruments available to the Greek Government for the implementation of public sector transformation projects are presented. The main financial instruments are:

• National Strategic Reference Framework (NSRF): EUR 26.2 billion (of which EUR 21 billion come from the Multiannual Financial Framework (MFF) and EUR 5.1 billion are national funds)
• Recovery and Resilience Fund (RRF): EUR 31 billion total (of which €18 billion grants and EUR 13 billion loans), for the implementation of the Recovery and Resilience Plan “Greece 2.0”
• DG Reform/ Technical Support Tool (TSI): EUR 864 million, for the technical support during the preparation of the National Recovery Plans (RRPs) of the EU Member States, in order to ensure their inclusion in the RRF.

Moreover, the main challenges that governments face for public policymaking, are analyzed in this report. These challenges are:

• The modernization of the government with the use of developed digital systems
• The improvement of the experience of citizens-users of public services
• Low economic growth and high inflation
• Energy crisis
• Geopolitical problems
• COVID-19 pandemic
• Climate change
