Defence is on its way to becoming a smart, technologically highly advanced organization, that adequately protects the Netherlands against current and future threats. In the Defence Vision 2035, the Ministry notes that the resources currently available do not adequately align with the growing demands placed on Defence. Therefore, the armed forces must take major steps in the coming years, both in terms of people and technology as well as organization and processes.
The risks threatening the Netherlands are rapidly changing in nature. Defence must therefore be able to respond proactively to changing circumstances, and this requires a transition to a more flexible and more agile organization.
That agility is the main challenge for Defence, because it requires structural adjustments and an extensive cultural shift. Where operations are currently often conducted in silos and in isolation—and traditionally in terms of army, air force, navy and military police—there must be a focus on cooperation, on sharing risks and costs, and on transparency. Not least because, alongside the four well-known military domains, three new areas of attention have been added: cyber, cognitive and space. Protection against threats in these areas requires greater integration, not only within the defence organization itself, but also in relation to other security authorities and civil organizations and resources.
These are transformation issues that align with the services of KPMG, particularly because we are able to offer an integrated approach: we have specialists in every field, who are accustomed to working closely together in transformation programmes.
