      Citizens – in all conceivable roles – have high expectations of government. And as a result of increasing transparency, among other things, that increasingly puts them in the driver’s seat more than ever. They expect simple solutions to their problems and is – rightly – not interested in the systems and organisations required to delivered them at the back end.

      Government faces the task of reinventing itself and so complying with doing justice to the strong and empowered position of citizens and their high expectations. That demands more than tinkering with existing organisations and services. It demands a transformation.

      The transformation can be viewed based on three considerations:

      • The datafication of society
      • Complexity
      • Lack of flexibility
