      Healthcare

      • Set up a Working Group to encourage the integration of sliver economy elements into businesses and assist elderly in making proper financial arrangements

      • Setting up quality assurance and monitoring mechanism in Primary Healthcare services

      • Develop a community drug formulary and launch a community pharmacy programme in order to assist the public in obtaining affording healthcare

      • Review hospital fees and charges to encourage prudent use of services and direct resources to the most urgent patients, and to enhance transparency in private healthcare

      • Admit more non-local doctors, nurses and dentists to enhance manpower by implementing a Supplementary Medical Professions Ordinance in 2025

      • Support local universities to establish a 3rd medical school, and increase the number of students at the 2 existing medical schools

      Labour Support

      • Implement the Mandatory Provident Fund Full Portability by 2025 for facilitating employees’ proactive management of their MPF Schemes with the eMPF Platform

      • Review and increase the coverage and ceiling of ex-gratia severance payments under the Protection of Wages on Insolvency Fund

      • Introduce a series of measures to enhance the Employees Retraining Board, including collaboration with higher education institutions, removing the restriction on education attainment and number of annual places

      • Implement a new annual review mechanism of the Statutory Minimum Wage

      • Build network with female leaders in professional and business sectors and launch the She Inspires Mentorship Programme for female university students

      The Environment and Sustainability

      • Construct a legislative framework for producer responsibility schemes applicable for the future inclusion of more products
         
      • Continue carry out the Blueprint for the Sustainable Development of Agriculture and Fisheries to develop and maintain deep sea agriculture, implement urban farming strategy, and promote leisure farming and fisheries

      • Enhance green technologies through the Green Tech Fund and the Innovation and Technology Fund

      • Inject $100 million for the Cleaner Production Partnership Programme to expedite green transformation and renovation for local factories in Guangdong

      • Increase the number of quick chargers for electronic vehicles to 3000 by 2030

      • Review the food safety standards regarding metal content in food with reference to international standards
