      Development of the Northern Metropolis

      • Take forward the development of the Northern Metropolis as a major hub for Hong Kong’s integration into the overall development of our Country

      • Begin site formation for the San Tin Technopole and the Yuen Long South New Development Area by 2024 and 2025, respectively

      • Announce development plans for Ngau Tam Mei and New Territories North New Town by late 2024

      • Implement a "large-scale land disposal" strategy to attract investment and businesses in the Northern Metropolis

      Smart Transport

      • Commence the next stage of preparatory work for the Hong Kong-Shenzhen Western Rail Link (Hung Shui Kiu-Qianhai) in collaboration with Shenzhen

      • Push forward three smart and green mass transit projects with a view to striving for early completion - finalizing details for East Kowloon and Kai Tak projects by 2025, and inviting expressions of interest for the Hung Shui Kiu/Ha Tsuen project by the end of 2024

      • Implement Smart Mobility Pilot Schemes based on the Traffic and Transport Strategy Study, with a Transport Strategy Blueprint to be published in 2025 for a reliable and efficient transport system

      • Commence the first phase of Southbound Travel for Guangdong vehicles, allowing them to access automated car parks on Hong Kong Port Island via the Hong Kong-Zhuhai-Macao Bridge

      Land Development

      • Streamline land development procedures and use technology and industry resources to reduce construction costs

      • Increase public housing supply units to approximately 189,000 units from 2025-2029, an 80% increase compared to the start of the current-term Government

      • Further reduce waiting time for Public Rental Housing

      • Make more land available over the next five years to provide about 80, 000 private housing units

      Infrastructure enhancement through R&D in Construction Technologies

      • Launch the Modular Integrated Construction Manufacture Certification Scheme by the Building Technology Research institute with the production based in Mainland

      • Establish a central platform for property management in Public Rental Housing estates and make use of digital technologies in daily estate management work
