Peter is a Tax Partner and is KPMG UK’s Head of Tax for Infrastructure, Government and Healthcare ('IGH'), as well as being the National Head of Creative Sector Tax Reliefs.
Peter has worked in the IGH sector for almost 20 years, principally working with organisations in the Further and Higher Education sector; Local Authorities and Central Government; Social housing providers; Public health organisations and other charities.
In his Creative Sector role, Peter works across all sectors including video games, film and TV, orchestra, museums & galleries and theatre tax reliefs. He supports organisations in these sectors to enhance their claims where possible, liaise with HMRC on technical issues, review complex claims and support in compliance requirements, such as completion of the Additional Information Form and supporting tax compliance.
Peter has extensive experience of delivering corporation tax advice including international tax planning and risk mitigation, corporation tax risk reviews, housing development structuring, transfer pricing considerations, establishing partnerships and tax efficient group restructuring and subsidiary creation including SDLT planning across the IGH / public sector.
For example, he supports universities with ensuring compliance with overseas tax regulations and mitigating the tax risks associated with overseas partnerships and collaborations, through contract reviews, managing local compliance obligations and advising on tax efficient structures through which to undertake educational and student recruitment activities.
Within the Local Authority sector, he advises on the establishment of subsidiary companies and larger group structures in a tax efficient manner. This can involve considering the type of legal structure so as to obtain a tax exemption, amending land transfer proposals so as to avoid unnecessary tax costs, tax modelling for housing schemes and other activities (e.g. leisure services, repairs and maintenance, etc).
