      Phil Roper is a Partner and National Technical Leader for transfer pricing at KPMG UK.

      With over 25 years of experience in international corporate tax and transfer pricing, Phil advises multinational clients on designing and implementing tax-efficient transfer pricing policies. He began his career at a Big 4 firm and later held senior in-house roles at AstraZeneca, where he led major projects including site divestments, post acquisition integrations and the repatriation of over $5 billion of profits to the UK, as well as serving as a board member for several group companies.

      Since joining KPMG in 2012, Phil has led complex international tax and transfer pricing projects for some of the firm’s largest clients and led KPMG UK’s tax knowledge management function between 2019 and 2021. In his current role he manages KPMG’s relationship with HMRC on transfer pricing policy and technical matters, and regularly provides input on key developments such as the recent UK Transfer Pricing, Permanent Establishment & DPT reform project, HMRC Guidelines for Compliance 7 & 13, and HMRC's guidance on the OECD risk control framework.

      Phil’s has built a strong reputation for finding solutions to the most difficult transfer pricing disputes, particularly those relating to business restructuring and intangible assets, and developing innovative approaches to value chain analysis.

      A recognised thought leader, Phil has authored numerous articles and is a key contributor to KPMG’s feedback on OECD transfer pricing guidance including Amount B and most recently the updates to the Manual on Effective Mutual Agreement Procedures. Phil is a member of the Business at the OECD (BIAC) Transfer Pricing Working Group.
